Return to Microsoft Designer.
To create a custom Facebook cover in Microsoft Designer, click “Design from scratch” option.

Method for Making the Facebook Cover Photo Responsive on All Devices
Let's now focus on making the FB page cover responsive for both mobile and desktop screens. Make sure the Facebook background image adjusts seamlessly to suit both mobile and desktop screens, enhancing its responsiveness.
So, access the “My Media” folder and upload the template photo to Microsoft Designer from your device.
Click on the template photo to overlay it onto your design. Expand the template photo to match the full width to align it accurately with your design.
Now click on the “Position” and select “Send to back” option.
If any vital elements on the Facebook cover are obscured by the profile picture on mobile devices, reposition them within the safe zone of the FB cover.
Adjust other essential elements to ensure their responsive display on both mobile devices and computers.
Congratulations. You have created a background cover image for your Facebook page in perfect size for all devices.
Download the Facebook Cover
It is time to save your Facebook cover. Just click on the Download button located at the top right corner of Microsoft Designer to save it in PNG format. Next, choose the "Save as" option and specify where you want to store it on your computer.
Upload the Cover on Facebook
Open your Facebook page and upload the cover photo. You do not need to reposition the cover because it will fit well in the allocated space.
The cover photo will be fully visible in width and height on mobile screens with no cropping. However, on computers, small sections from the top and bottom may be cropped.
Your Facebook page profile picture also hides some portion of the cover when seen on mobile devices.
It is not any fault in your design of the cover photo. It occurs due to the default containers for Facebook Cover which are different for mobile and desktop devices.
