As a non-USA resident, I managed to create an Amazon account successfully by using OTP verification sent through SMS to my Skype Number. Despite search engine results suggesting otherwise when I queried about Skype Numbers for OTP verifications, I took a chance and purchased a USA Skype Number for a month. To my surprise, I promptly received the Amazon OTP SMS from a short code service.
