Google Chrome Change Color of Background, Toolbar and New Page

Choose Dark or Light Color Mode for Chrome Settings Page, Side Panel, and Context Menu
In your Windows computer access settings through following navigation. → Watch Video Tutorial.
Start → Settings → Personalization → Colors → Choose your default app mode.
Here you can select your preferred radio button for light or dark mode.
By selecting dark mode, the background of settings page in Chrome browser will become dark. To test the change, you can click three dots on top right of browser window to open settings or click side panel icon. The dark mode will also apply to menus including right-click context menus.
The dark mode will not apply to toolbar of Chrome. It will also not apply to the default new tab of Chrome browser.
In fact, your selection of light or dark mode will apply throughout your PC including file explorer as well as most apps such as WhatsApp for Web.
You can add an extension in Chrome to browse all websites in dark mode: for example, you can install Dark Reader extension in Chrome.
Process to Change Background Color in Chrome Toolbar by Selecting a Theme
You can select a color theme from built-in options, or you can also get other themes built by Google. Selection of a color theme applies to toolbar area as well as the page background in home page of Chrome browser. It does not change primary background color of webpages you browse.
You can access settings for color theme through following navigation in Google Chrome.
Click three dots … on top right corner of screen in Chrome browser → Settings → You and Google → Customize your Chrome profile → Pick a theme color.
You can see two colors in each theme. One color applies to all inactive tabs and other color in theme applies to the one active tab where you have opened some website page.
Select and test different color themes and finalize one which is comfortable for your eyes and focus. You should choose appropriate color so that favicons of websites remain visible for speed selection of tabs.
I prefer a theme which provides better contrast between active and inactive tabs so that I can quickly locate the active tab among a lot of opened tabs. My favorite theme in Chrome browser is dark pink with red.
In Android phone, click three dots, Settings, then Theme and select either Light or Dark mode.
How to Change Background Color of New Tab or Home Page in Google Chrome?
Open a new tab in Chrome browser. On the bottom right corner click on pencil symbol (Customize this page) and select Background, click Solid colors, and select your favorite color from the options and click Done.
You can toggle ON ‘Refresh daily’ option if you want Chrome to automatically update the color on daily basis.
This action will only change background color of all new tabs in Chrome browser. It will not apply to the toolbar area of Chrome.
